Valery Syrov was born in the village Zdemirovo (near Krasnoye on the Volga) to the family of hereditary jewelers in 1948.
In 1973 he graduated from the faculty of Art of the Kostroma State pedagogical N.A.Nekrasov institute.
In 1973-1977 he worked as a teacher in the Ust’-Omtshug community of Magadan region.
In 1977 he moved to live in Odessa, Ukraine.
Valery Syrov is a member of Artists Union of Ukraine.
From 1977 till present times Valery Syrov have participated in over 30 exhibitions held both in Ukraine and abroad.

Exhibitions abroad:
- "Odessa Art" – Yugoslavia (Split, 1981);
- "Odessa Art" – Italy (Genoa, 1982);
- "Odessa Art" – Finland (Oulu, 1982);
- "Glory and contemporaneity of Odessa" – Japan (Iokogama, 1991);
- "Art of Ukraine & Russia" Mexico (1996-1997).
